Made improvements to export import.
-When importing we no longer overwrite properties that are not exported.
-Defaults for itempicker custom fields and list of value custom fields are no longer exported, they were incorrect before, now they will not overwrite correct data.
-We no longer lose privs when importing state transitions.
-Some problems with inactive data that broke the import were fixed.
