Now administrators are no longer able to upload invalid addins.
The addin must be in a correct format:

• xml with add versions must exists
• archive must exist with correct naming convention
• The addin must be installable, addin must have a newer version then installed.

If one of the 3 requirements does not meet the specification, the administrator will not be able to upload the addin.
